Norman R. Wheeler started his career in 1982 prosecuting criminal cases in the Winnebago State’s Attorney office in Illinois. In 1989 he shifted his focus to family law including divorce matters, domestic violence, and juvenile court matters.
He moved to New Mexico and began working as an associate with Jim Foy and Associates in Silver City. Since then he’s racked up years of experience as a Deputy District Attorney prosecuting felony-level cases in multiple judicial districts across the state. He currently serves as the Deputy District Attorney for the First Judicial District in Rio Arriba County where he prosecutes violent crimes and capital felonies.
Growing up, Norm Wheeler’s work ethic and determination was not much different than it is now. In Boy Scouts, he earned the two highest awards, “God and Country” and “Eagle Scout.” Later, he joined the Phantom Regiment Drum and Bugle Corps as a marching member then as a visual designer. Norm was honored for his work in the organization by being inducted into the Phantom Regiment Hall of Fame.
While his legal experience runs the gamut, he’s recently been heavily involved in prosecuting drug-related cases, an issue that has permeated the community, fueled high crime rates and devastated families. Through Norm’s work in this department and his partnerships with law enforcement, he was able to go from managing a caseload of 50 cases to 200-300 on an ongoing basis, including some that were adopted and prosecuted by the U.S. Attorney’s Office.
Norm sat on Adult Drug Court panels in both the sixth and eighth judicial districts and collaborated with officers from local city, county, state and federal agencies. In 2018, Wheeler was named “Southwest New Mexico Prosecutor of the Year” from the Prosecutor’s Section of the New Mexico State Bar Association.
